Millville changes rules governing transfer of water rights By
Myrica Hawker MILLVILLE -- Lack of sufficient water to satisfy the city's current and future needs resulted in a change to the City Code at Thursday night's City Council meeting. Landowners and developers will now be required to transfer water shares and/or pay fees to the city, according to the specifications explained in Ordinance 2002-5. "How can you take my shares away just like that?" Lafonzo Zollinger asked when the issue was opened in a public hearing. Another modification made to of the code is a regulation requiring trash, rubbish, weeds, or other combustible material to be in approved containers on lots in agricultural zones. This requirement was already in place for lots in residential zones. A discussion of the height of weeds allowed on these agricultural properties ensued with no resolution being reached. In other business, Rod Blossom brought preliminary plat plans for Millville Estates for review by the council. The council decided that resolution of a drainage issue and approval from the city engineer was needed before Blossom could proceed with the final plat and drawings. According to Blossom, Millville Estates, a subdivision with 11 lots currently planned, is scheduled to begin construction in the spring. The subdivision will be located north of the cemetery at about 300 North and 300 East, explained Blossom. The council approved a business license for Kyle and Cindy Scott at 55 E. 200 South. Crafts will be made in the residence and then sold at a store in Hyde Park. IWendy Simmons addressed the council about Hope for Tomorrow, a program dealing with the mental health of adults and teens. A free suicide awareness and prevention seminar will be held at Mount Logan Middle School at 7 p.m. Oct. 2. Professionals from Salt Lake and Cache Valley will teach the workshops. The meeting was closed without addressing all items on the agenda because a council member had to leave early, resulting in the lack of a quorum necessary to make any further decisions. The council voted to postpone the remainder of the agenda until its next meeting, scheduled for 7 p.m. Sept. 19, in the City Office at 490 E. 300 South.
