Richmond Council discusses animal control ordinance

RICHMOND--Richmond City Council will hold a public hearing on Nov. 26 regarding a proposed animal control ordinance.

The council held a preliminary discussion about the ordinance at its meeting on Oct. 22. A key point that the council discussed stated that any residence with three or more dogs will be considered a kennel. The owner will have to pay a yearly $100 kennel fee and maintain their residence as such.

Councilwoman Leslie Erickson was concerned about how the council would enforce that. Panter agreed that it would be difficult, but it couldnąt be detrimental.

"Hopefully it will make people think twice about having three dogs," he said.

The council also discussed a point in the ordinance making it illegal for dog owners to use firearms within the city limits to put their dogs to sleep.

City Manager Marlowe Adkins pointed out that this was a fairly touchy subject and advised the council to omit that section from the ordinance all together. The council unanimously agreed to drop it.

No vote will be taken on the ordinance as a whole until after the Nov. 26 public hearing.
