Millville Council discusses Eagle Scout projects, other concerns By

MILLVILLE -- The City Council spent more time discussing issues than resolving them at the sparsely-attended meeting Thursday night. The council reviewed Eagle Scout project proposals made by Zachary Nielson and Dallas DeHart. They approved committing $1,800 from the parks budget for Nielson's project to build a retaining wall at Glen Ridge well protection area, which will ease mowing the steep lawn. Nielson's father wants to plant flowers on top of the wall. Dallas DeHart plans to repair and paint Millville's pavilion. The council approved $250 for his project, slightly over his projected costs. "He's gonna need some pop and pizza," Mayor Gale Hall said. "We can't have them tipping over from hunger out there." Councilman Michael Johnson said some past projects have encountered trouble with supervision, going over their budget and not having anything to show for these costs. Johnson said he didn't think these issues would be a problem for these two projects. Keith DeHart, who joined the council Oct. 3, addressed Millville's need for park equipment, specifically bleachers and soccer goals. The council decided to postpone the issue until the first council meeting in December, after DeHart can do some more research. The council discussed phone calls they have received from citizens who are still concerned about noise coming from Silicon Plastics. The council decided to put the issue on the agenda for the next meeting. "There are some citizens out there that are really frustrated, and more than one," Councilman David Hair said. In other business, the council discussed the Access Management Plan. Hall said the plan includes "managing access of mostly commercial [businesses] to major roads and how you get to those roads." The county wants the cities to accept this plan so there will be consistent access in cities throughout the county. Council members stated concern about the plan's implications on Millville and wants to get input from outside experts. The council postponed the issue for two meetings to give council members a chance to read the plan. "It's not that we don't support the county conceptually on these ideas... we need to be given more time to look at it and have our engineers look at it," Hall said. The council also planned a meeting with Logan developer Nevin Limburg to discuss Economic Development Areas (EDA) and Redevelopment Areas (RDA). Hall said if the city sets up EDAs with water, power, gas and roads, businesses will be attracted to these areas. Jim Hart, owner of Mountain Toppers in Hyde Park, was appointed and sworn in as a full-time member of the planning commission.
