River Heights deals with annexation policy By
Sandra Zeigler RIVER HEIGHTS -- The City Council meeting went smoothly, almost routinely, on Tuesday with the main topic being a public hearing to discuss a new city annexation policy. Mike Rickson, the author of the policy, described the intent of the policy as twofold: to set up a mechanism for when the city wants to annex, and to set criteria for the use of land after it has been annexed. Rickson said he formatted the policy after similar ones from two other Utah cities. "The idea is to give us some structure," Rickson said. Part of the proposed policy is to try to preserve open land in River Heights. Rickson said he wanted to develop a partnership between the city and landowners to see the long-range benefits of open, undeveloped land. The main concern voiced was that developers would feel pressured into such action. After discussion, the council suggested a few changes and revisions to Rickson. This policy will be discussed further at a later time after the revisions are made. Also brought up at the meeting was a comment by Joe Beykinrch about a strip of land between the sidewalk and curb in front of his house on Windsor Drive. Beykinrch says that he was told to put sod in that strip as soon as possible. He said he didn't think it fair or reasonable for the city to require him to put sod in because of the water it would waste. When he asked if he could put rock in instead, he was told it had to be landscape rock, which he said was too expensive, considering that the residents were not consulted on the matter. "No one told me, no one consulted me, it just showed up there," Beykinrch said. "I didn't like the idea of paying for it when no one consulted me about it." The situation was resolved to the satisfaction of all involved. Also announced was a green waste container to be placed at its usual spot at the bottom of Hillside Park from Oct. 11 through Oct. 25. Mayor Vic Jensen reported that there would be another public hearing about public transport in Cache Valley on Oct. 22 from 5 to 7 p.m. The Council encourages River Heights residents to attend.
