North Logan considers removing mayor's power over hiring, firing By
Jessica Kelly NORTH LOGAN -- Taking away the mayor's power to hire and fire certain city positions and giving that power to the council was one of many discussions at the North Logan City Council meeting Thursday. North Logan allows its mayor to appoint and fire any city employee without discussion with or approval from the council. Some members are interested in learning about and possibly adopting a new form of government where a council takes on the administrative position of hiring and firing employees. Others did not want to research the possibility at this time. "The concern of those who could be dismissed is not immediate," said Councilman Gordon Younkers. "This is not the only solution, and I am not comfortable with crafting this ordinance with this body." Councilwoman Elaine Nelson said she was did not want the public to perceive council members to be changing everything at the end of their terms. Elections for North Logan are on Nov. 6 and the council has one more meeting before the elections. "It's an ugly time of the year to be working on it," Younkers said. "It would be much more comfortable when it is not election time." Mayor Jack Draxler originally asked that City Recorder Bruce Jorgensen start preparing the ordinance to have the city government change. Draxler said he always consults the council when making major decisions about employees, but does not want a new mayor elected who would abuse the power. Mayoral candidate Val Potter also said that he feels the current council would be the best to research and pass a proposed ordinance because it has experience with how the city best works. "We always deal with things in time of a crisis," said Councilman Trent Wentz. "I have no problems signing something in the eleventh hour, and I'll still be here after the 11th hour." In other business, the council also passed the Commercial District Transportation System plan, appointed election judges and denied Kent Glenn's request for a propane tank at his home until further information about the tank is given to the council. Public hearings were also held to receive public comment on the proposed outdoor lighting ordinance and sign ordinance. Both ordinances were sent back to the planning and zoning committee for them to review the comment and amend the ordinances. A request for John Watson Toyota to expand its parking lot was also considered. The council will not make a decision until an agreement has been made with Logan on what to do with the taxes generated. The business is in Logan but with the addition of a parking lot some of the sales may be in North Logan. The council's next meeting is at 7 p.m. Nov. 1.
