Logan hears residents' views on rezoning for CDA

November 1, 2007 | NORTH LOGAN -- City Council members
heard from North Logan residents regarding the rezoning
of land in and around the Community Development Project
Area (CDA) during a public hearing Thursday night, but
made no official decisions.
There were three public hearing portions of the council
meeting, each regarding different ordinances having
to do with the CDA and surrounding area. The first ordinance
dealt with the rezoning of about 148 acres of land between
Main Street and 500 East from 1800 North to 2500 North.
The area would be rezoned to mixed use general (MX-G)
and mixed use city center (MX-CC).
"Why do we need two mixed use zones?" said resident
Lydia Embry. "I understand the concept of buffers, but
if you're going to have the development done by a development
agreement, don't you think you can put in whatever you
want in the city center one as well as all the ones
in the general zones?"
The ordinance also modified the mixed use zone and
mixed use city center zone, identifying how the mixed
use zones are to be used in the city.
MX-G zones serve as buffer or transition zones between
residential and commercial zones. The MX-CC zone is
designated for the future development of plans for a
city center.
One change to the ordinance specifies that development
in mixed use zones should be done as to be sensitive
to existing residential uses nearby, and that development
plans for commercial development near existing residential
developments have to include buffering.
The second public hearing portion of the meeting dealt
with and ordinance rezoning commercial property zoned
general commercial (CG) to mixed use zone (MX).
"We're hoping to have a nice mix," said developer
Blake Parker, "something in the area of 200 residential
units in addition to 30,000 plus square feet of commercial
and retail space."
The proposed development in the area would include
residential condos, and multi-story retial and office
space at around Main Street and 2200 North.
There was no public input during the third public
hearing regarding an ordinance that made particular
design guidelines a required condition of development.
There are different design guidelines for development
in different zones, said City Planning Director Cordell
Batt.
The council usually does not vote on items in a public
hearing until two weeks after the hearing, so decisions
regarding these issues will come in future meetings,
said Mayor Cary Watkins.
