| Richmond
vote to start recycling program in December
By Jason A. Givens
November 30, 2006 | RICHMOND -- The City Council decided
unanimously Tuesday night to begin recycling next month
rather than waiting until July.
At the beginning of the public hearing Mayor Mike
Hall said, "Recycling is coming, it will begin in July.
The issue is not whether we will recycle, it's whether
we will start early."
Several residents were on hand to express their support
for the program. Sue McCormick said, "We are really
looking forward to having the recycling bins." McCormick
added the convenience, time and fuel that would be saved
was wonderful.
Councilman Brad Jensen said based on the input he's
heard from the citizens he's talked to he is in favor
of moving it up.
"I would reluctantly approve it," Councilwoman Terrie
Wierenga said. Wierenga added she still has reservations
due to the lack of communication.
Councilman Allen Lundgren said he also wishes there
would have been more communication, but said he is in
favor of an early start.
The council also held a public hearing to discuss
a new micro-filtration wastewater treatment facility
and the associated adjustment of monthly service and
impact fees.
Hall said the sewer fees will go from about $24 a
month to around $40 a month. This would increase city
fees to about $80 a month.
Some citizens expressed concern over the increased
cost, saying it would be difficult for families on fixed
incomes.
"We recognize this is a big issue," Hall said. But,
with the new state standards for water quality the city
doesn't really have a choice.
