Leaf litter messing up Richmond

RICHMOND -- Falling autumn leaves are causing a lot more problems than just littering lawns.

City Council members recently decided to remove public trash bins because they were being used improperly. Richmond residents were disposing of the wrong types of items, such as tires, and people from other areas -- namely Franklin County, Idhao -- were using the bins.

Councilman Cordell Johnson noticed a problem when the bins were removed. He says people are now dumping leaves and branches in ditches and secluded areas. The area most affected is the north part of Richmond.

"I realize it's a situation that's kind of delicate, but it makes me so mad," Johnson said.

He said they would still encounter problems if they replaced the dumpsters, and called it a "Catch-22."

"You're damned if you do, you're damned if you don"t," said Deputy Sheriff Brandon Johnson. He said this is a problem most cities encounter.

There may be a state code for this type of littering, said Deputy Sheriff Wayne Lewis.

The problem may only be solved if the people dumping the leaves can be identified by names, license plates or otherwise.

"Someone's gotta say 'I saw so and so,'" Lewis said.

In an attempt to pacify residents the council has decided to let the citizens use a "green waste only" trash bin.

City Manager Marlowe Atkinson will discuss how to resolve the issue with the maintenance people, said Councilwoman Leslie Erickson. Erickson said Atkinson will try and get someone to watch the dumpster so that no one puts the wrong types of waste in it. He will also try to designate what day this dumping should take place.

Some council members are concerned about how to alert residents about the trash bin because the November newsletter has already been sent out.

Stacee Andruss, treasurer, said they could post signs up around the town. She said something must be done because many people have come in and complained about it.

"It [residents] are willing to clean up their yards, [the Council] should help them," Andruss said.
