Richmond councilman wants to raise water and sewer rates By

RICHMOND -- City Councilman Cordell Johnson proposes that rates for water and sewer in Richmond be raised a dollar every year, effective in 2003, until the rate reaches $25. "I feel that this is the year that something needs to be decided, maybe sometime this summer," said Johnson. Mayor Kip Panter said he is OK with raising the water rate but not the sewer. He said they will discuss and decide on the issue soon enough to notify the city of the rate increase in the city newsletter. Marlowe Adkins, city manager, brought up the issue of an unsafe intersection at Main and State streets. He said city vehicles block the corner, so anyone attempting to make a left turn off of State onto Main is blinded. Adkins proposed to red curb the corner of State about 20 feet back from the corner. "We can red line it now, and when the weather gets better we can red curb it," said Panter. The council passed Resolution 2002-2, an annual wastewater planning report. The report was completed by Adkins. A considerable amount of the meeting was spent discussing the report before passing it. The council is accepting bids on a grader. An offer was opened during the meeting and the bid was refused. Panter said the grader is worth a couple of thousand dollars, and they haven't received a proper bid yet. The council is planning for Black and White Days, a celebration that takes place in Richmond each year on the third week of May. Councilwoman Leslie Erickson announced that Christy Cottle will be the director of the melodrama. Councilman L.D. Bowcutt's reports regarding buildings, parks and recreation, and reviewing the justice court were postponed until the next meeting.
