North Logan council develops budget for 2003

NORTH LOGAN -- Life will continue unchanged for the community, as no major amendments or motions were passed at last week's City Council meeting.

The council spent the most time on discussing the plan for developing and adopting the city budget for the fiscal year 2003. The council agreed to work on budget plans at the March 21 meeting. Councilman Gordon Younker would like to plan from recommendations by the mayor and city administrator.

Councilwoman Elaine Nelson would like to give a voice to the city's department heads. Nelson said she felt the department heads "never get quality time to present to the city council." She said she would "want to hear their voice. I wouldn't feel I represented the citizens without it."

"We could blend both approaches," Councilman Trent Wentz said. "If there are burning issues I'd like to hear from them."

Wentz went on to suggest the council could go off the recommendations of the mayor and city administrator and have the department heads attend the council meeting and speak up if they desired.

The council also discussed the city's participation in a comprehensive sewer rate study. City Administrator Jeff Jorgensen said Logan City wants to raise sewer costs for treatment and engineering wetlands. He said Utah State University objected the most to Logan City's plan and now USU, North Logan, Smithfield and Logan will participate in an independent sewer-rate study.

Dale Allen was approved unanimously by the council to be added to the Board of Adjustments. Allen was recommended by Mayor Val Potter.
