Nibley
moves forward with parks and trails plan

February 20, 2009 | NIBLEY-- A unanimous decision was
made to keep moving forward with the parks and trails
master planning process in a City Council meeting Thursday
night. It is a plan that encompasses all parks, trails
and recreation activities within the city of Nibley.
Several trails are in the process of being built in
Nibley for the use of recreation, including a trail
to be added by the Foxburrough subdivision and another
by the Clear Creek subdivision.
Mayor Gerald Knight proposed to hire a consultant
to look over the plan. The council expressed concern
over the price of hiring such a consultant that would
fit into the budget. City Manager Larry Anhder said
they currently have between $15,000-$18,000 left in
the budget. It was estimated that a previous consultant
hired by the city would charge $27,000.
"It may be worth looking around for proposals
if we're going to spend $30,000 on it," said Councilman
Larry Jacobsen. He then made a motion to put out a scope
of approval for other contractors that could offer prices
closer to the budget amount. The motion passed 4-1,
with Councilman Scott Larsen opposed. Knight noted that
a committee would be formed to continue on with these
plans.
Several residents who attended the meeting urged the
council to move forward with the adding of more trails.
One expressed frustration over sharing the roads with
cars and said there is little room to run, especially
in the winter when there is snow piled on the sides
of the roads, and pointed out the need for somewhere
to exercise in the winter.
Another resident voiced dissatisfaction about the
islands placed on 3200 South because they tightened
the space for both runners and cars.
Also on the agenda was a public hearing for preliminary
plat approval of phase 2 for Foxburrough subdivision
at 1600 W. 3200 South. It was moved that a 5-foot sidewalk
be added by the contractor between plots 16 and 17.
The motion passed unanimously and ultimately gave approval
for the plat approval of phase 2.
The council then discussed the development design
standards for multifamily houses. Councilman Scott Larsen
proposed several changes to the plan and ultimately
a motion was made to move further discussions to the
next council meeting. The motion passed unanimously.
