Expansion plans continue in Nibley

February 6, 2009 | NIBLEY --The City Council discussed various expansion plans that included moving recycle bins and city ordinances in a council meeting Thursday.

One of the first items on the agenda was the discussion of the green waste and cardboard recycle bins previously placed on 3200 South. The council decided where the bins will be placed after recent construction of the road.

Bill Saunders, public works director, proposed a plan to place the bins on 400 W. 3200 South. The motion was amended to include placing the bins on gravel instead of asphalt, adding a block wall, and a light to make it easier to see at night. By using rock materials instead of asphalt, the council noted that the bins would be easier to move again if they needed to. They also noted the recycle facilities on Hyrum and Providence and said they were good examples of what to have as an end result. The amended motion passed unanimously.

Saunders said that once approved, the plan could "start next week between storms" and by doing so would make sure they were out of the way before beginning continued construction on 3200 South.

Also on the agenda was the consideration of Ordinance 09-01, the land uses chart of permitted, non-permitted and conditional uses which is a chart of zoned areas in Nibley. The plan details the types of zones and what type of development is permitted on them.

"It's a design tool," said Councilman Larry Jacobsen. "Our current ordinance is open to any proposal." The motion to pass 09-01 carried unanimously.

There was also a public hearing on 09-02, an ordinance which states the design standards for commercial and institutional uses in Nibley. Mark Morris, from the Salt Lake City-based architectural design firm Cooper Roberts Simonsen Associates, presented a plan that was briefly reviewed. It was decided that the official review and further discussion would be held March 5 due to the absence of Mayor Gerald Knight at the meeting.
