Nibley council endorses sewer system despite residents' concern over fees

NIBLEY -- Members of the community as well as state and city officials voiced their thoughts and concerns as emotions ran high at last week's public hearing on a proposed $5.8 million city sewer system. Engineers from Sunrise Engineering Inc., who researched and presented the proposal, as well as members of the State Water Quality Board, were on hand to answer questions from Nibley residents. "This is the right time," said council member Scott Wells when asked why the city wants to put a sewer system in now. Some vocal residents turned out to oppose the sewer, stating that some residents would not be able to afford the hook-up fee as well as the $44 per month charge that it would bring. They said a sewer would only encourage unwanted growth. One resident asked if there were some hidden agenda. "We are just like you," said Wells, defending the council. "We are going to have to pay the $44 too. There is no hidden agenda here." "I really do not want it either, but I feel that we need it," said council member Todd Hansen. One resident asked why the council got to vote on it, and why couldn't it be put on a ballot for a city vote. "After two years of studying it, I feel we are the best five people educated to vote on it," said Wells After a 10-4 straw poll vote by citizens who stayed until the end,
