OK's $3.3 million bond for sewage plant

April 18, 2008 | RICHMOND -- A $3.3 million bond was
approved by the Richmond City Council Tuesday, that
will assist the city in the production of a new sewage
plant.
The money from the bond will be used to build what
is called a micro bio-reactive system, or MBR plant,
which will put Richmond's sewage handling up to the
standards established by the Environmental Protection
Agency.
City Manager Marlowe Adkins said that Richmond has
not been meeting all of the EPA permit standards for
12 to 14 years, despite improvements made over the years
to Richmond's sewage handling. The new plant is expected
to put Richmond in compliance with all EPA standards
once operational.
"It will handle the sewage and meet the permit standards
for all areas," Adkins said, "and should put us in very
good condition for I'm going to guess at least a generation."
Richmond obtained the interest-free bond for the plant
from the state of Utah through the state revolving fund.
A small portion of the money received in the new sewage
bond will be used to finish payment of a previous bond
taken out by Richmond. An estimated $173,000 will be
used to pay off an outstanding sewer bond that initiated
in 1998.
