Troubles in Paradise over Powder Mountain plan By
Ginger Kelly PARADISE -- Powder Mountain and the Resort and Recreation (RR) zone are touchy subjects in this town. "I personally think the development could be beautiful," Councilwoman Nancy Lauritzen told the Town Council this week. "My main concern is the rezoning." The RR zone states "in no case shall total coverage of hard surface development, buildings, and structures be greater than 15 percent of the total project area. Powder Mountain is a ski resort on the Cache/Weber county line, and developer Brent Ferrin would like to expand the resort onto the Cache Valley side, including homes, which has many residents of Paradise and Avon worried. Currently the proposed Powder Mountain development in Cache Valley is not possible unless the land is rezoned, which is what the RR zone would allow. In a letter sent to the Cache County Planning Commission, the Paradise Town Council said "the new zone could have a potential negative affect on neighboring municipalities, watersheds, open space and quality of life. Mayor Lee Atwood said many concerns of the council include EMS and fire services that would need to be provided, because the land Ferrin wants to develop is included within the boundaries Paradise provides emergency services to. Atwood said the town does not have sufficient funds or manpower to provide adequate services and right now, and he doubts the county will provide the extra funds needed to improve emergency services. Atwood is also concerned about the development affecting the town's watershed. Since water is already a scarce resource, the town cannot afford to share with the development or to have it contaminated by the waste that will undoubtably be produced by the development, he said. Councilwoman Margaret Obray does not support the letter and said could change her mind once she learns all the facts, but said she was uncomfortable making an uninformed decision.
