North Logan restricts construction for 90 days to study water resources By
Jerry VanIeperen NORTH LOGAN -- Time to break out the Legos and Lincoln Logs. The City Council approved an ordinance placing a moratorium on the building of large subdivisions for 90 days. The plan is so the city could have time to study its water resources. All projects already approved for construction will be allowed to continue. It is "not going to have an impact," Councilman Gordon Younker said. "It will get us on the right track." He said he thought anyone planning to build in the next three months would have already begun and this moratorium would have little effect on anything. The proposal originally called for a six-month moratorium on all commercial and residential building and development. City Administrator Jeff Jorgensen said the city's attorney thought it was a drastic thing to do this time of year. Councilwoman Elaine Nelson said she thought a moratorium could be useful, but she didn't agree with the way the plan was written. "It needs to be looked at," Councilman Lloyd Berentzen said. "I just don't know what the answers are." The Council discussed its options, revising the initial plan of six months and all development to a 90-day moratorium for commercial and large subdivision projects. The revised ordinance was not approved. Mayor Val Potter and Councilman Berentzen both said the city shouldn't send the wrong economic development message. The ordinance then passed with the commercial ban being dropped. At the meeting the council also held a public hearing on revision of the budget for 2002 fiscal year. "Looks like a good job to me," said Duane Chadwick, a North Logan citizen and only person to speak during the hearing. Chadwick then asked about cemetery development. Jorgensen said the purchase of the property was in last year's budget and development of the cemetery could be in next year's budget.
