Wellsville to grapple with issue of huge annexation at south end of town

The Wellsville City Council is preparing to hear a proposal in the next few weeks to annex almost 1,200 acres on the south end of the city, according to City Manager Don Hartle.

A small handful of people who own the 1,138 acres known as Lindleys Basin are hoping to get connected to city services such as water, power and sewer lines. Hartle said if the annexation is approved, it will probably lead to more development on the south end of Wellsville.

Loyal Green is one of a few members of the city government who expressed concern over growth in Wellsville. Green, who is a member of Wellsville's Planning and Zoning Commission, said the city would have a hard time meeting its budget in the future.

"That whole area (Lindleys Basin) is probably going to be residential. It's going to stretch the city's budget," said Green. "The tax revenue isn't enough to provide all those services, like road maintenance, water lines etc. We need some businesses, like North Logan, in order to have enough money."

In 1999, the city annexed the land now known as Sherwood Hills subdivision, which could eventually contain more than 500 housing units. If the city hadn't annexed the land, which is in Sardine Canyon just west of U.S. Highway 89/91, tax revenue from the subdivision would have gone to Cache County. However, some citizens are concerned about spreading Wellsville's resources too thin. At the City Council meeting April 4, one Wellsville woman said she worried that Sherwood Hills would use all the spring water, and residents in the center of the city would have just well water, which she said isn't as good. The spring Wellsville uses for culinary water is near Sherwood Hills.

Mayor Ruth Maughan said the growth of the city gave her concerns, but that there were probably sufficient resources.

"The only way we could slow the growth is if we have water or sewer problems, and can't meet people's needs, but I don't think that's going to happen anytime soon," said Maughan.
